Given the importance of agricultural insurance in economic sustainability and improving farmers' livelihoods, the present study aimed to identify and analyze the existing problems within this system, thereby developing effective strategies for enhancing the performance of the agricultural insurance system. The statistical population included experts from the insurance fund, assessors, and agricultural insurance agents in Guilan province, 20 of whom were selected using the purposive sampling method. Semi-structured interviews were used to collect data. To assess the validity and reliability of the data, inter-rater agreement using Cohen's Kappa coefficient was evaluated. Structural modeling techniques were employed to examine the relationships between the identified challenges. The findings of the research indicated that structural management challenges, inappropriate allocation of credits, and weaknesses in laws and regulations are key factors affecting the agricultural insurance system. Furthermore, the results revealed that, in general, 10 critical issues in the agricultural insurance system were identified and classified into three levels: Level 1 issues included structural-management challenges and inappropriate allocation of credits; Level 2 issues encompassed weaknesses in laws and regulations and the financial weakness of farmers, and Level 3 issues involved a lack of social capital and low service quality. These findings can contribute to improved policymaking and the provision of practical solutions to strengthen the agricultural insurance system in the province. Moreover, it was determined that considering the opinions and experiences of experts and assessors is essential for improving the state of agricultural insurance, and fostering coordination among relevant institutions can enhance the efficiency of this system.
